In France, the scene of several terrorist attacks over the past year, French Prime Minister Edouard Philippe called on people to be vigilant in the face of "a threat which is more present than ever before".

On Tuesday morning local time, Greater Manchester Police said 22 people were confirmed dead and roughly 59 were injured by the explosion at Manchester Arena.

A threat level of critical, the highest of five threat levels that give a broad indication of the likelihood of a terrorist attack, means that "an attack is expected imminently".

Some concert-goers said security had been haphazard before the show, with some people being searched and others not. The Islamic State has meanwhile claimed responsibility for the atrocity.

The plan further envisages the deployment of up to 5,000 soldiers on the streets of British cities.
