"Despite being eligible for premium tax credits, few low-income people would purchase any plan", the CBO said.

VA Secretary David Shulkin has told Congress he expects many more veterans to turn to VA if the Senate legislation becomes law, in part because it would reduce projected spending on Medicaid by almost $800 billion over 10 years. "It also converts federal funding for the Medicaid program to a per capita allotment or, if states prefer, a block grant".

"States will face intense fiscal pressure to reduce benefits, cut provider rates and keep higher-cost people off Medicaid", said Jocelyn Guyer, managing director at Manatt.
