The Amichai settlement, in the northern West Bank, will house some 300 settlers evicted in February from the Amona outpost after Israel's Supreme Court ruled their homes had been built illegally on privately-owned Palestinian land. During that period, however, the population of existing settlements and unauthorized so-called "wildcat outposts" has nearly trebled.

Settlement watchdog Peace Now said the settlement boom coincided with a 2.5 percent drop in construction starts inside Israel.

More than 600,000 Israelis live in settlements in the West Bank, including east Jerusalem, that are seen as a major obstacle to peace between Israel and the Palestinians.

Nickolay Mladenov stressed that the United Nations considers settlement activities illegal under global law.

Together they will "spearhead the peace effort" the U.S. administration believes is possible, a White House official said.

Earlier this month Israel announced that more than 3,000 settler homes could be built in the West Bank.

The Kushner family has also always been close to Netanyahu, with the prime minister once sleeping on Kushner's childhood bed.

Later on Wednesday, he will travel to Ramallah, in the Israeli-occupied West Bank, for talks with Palestinian President Mahmoud Abbas after Iftar, the evening meal that breaks the Ramadan fast.

The global community regards all Israeli settlements in occupied Palestinian territories to be illegal and a major obstacle to Middle East peace.

If the Palestinian assailants are originally from the West Bank, then Gaza-based Hamas "has much deeper roots in the area", The Long War Journal observed.

Trump has spoken about how he plans to oversee what he calls the "ultimate deal" in delivering peace talks between Israel and Palestine.
