Building on this positive momentum, the America's Pledge initiative will for the first time aggregate the commitments of these and other "non-Party actors" in a report on the full range of climate-related activities across the whole of US society.

These intricately detailed plans will "transparently demonstrate to the global community how these entities can help the United States deliver on its pledge under the Paris Agreement".

The United Nations' chief, António Guterres, said in a statement the plan to assess how USA cities, states and others are contributing to slashing global greenhouse gas emissions was "welcome".

Under former President Barack Obama, the country committed to reducing greenhouse gas emissions 26 to 28 percent below 2005 levels by 2025.

"The American government may have pulled out of the Paris Agreement, but American society remains committed to it - and we will redouble our efforts to achieve its goals", said Bloomberg in a statement. "We're already halfway there", said Bloomberg, a former NY mayor.

In 2015, during the lead-up to the Paris conference on climate change, the USA submitted its "Nationally Determined Contribution" committing to reduce emissions 26-28% against 2005 levels by 2025. "President Trump's announcement to withdraw the United States from the Paris Climate Agreement does not speak for the states and cities that are committed to fighting climate change and paving the way for a new energy economy", McAuliffe wrote.

Bloomberg, the world's tenth richest person, leads more than 1,000 companies, organizations, state and local authorities who pledged to honor the Paris climate accord, after Donald Trump announced a USA exit from the 190-plus nation pact.

Now, one of the Climate Alliance's co-founders, California Governor Jerry Brown, has teamed up with businessman and philanthropist Michael Bloomberg to launch "America's Pledge".

The partnership between Bloomberg and Brown has amounted to a American shadow cabinet on climate policy, as global leaders have been quick to meet the governor and former mayor as they assure the world the still vested in climate change leadership. The Rocky Mountain Institute and World Resources Institute will compile a list of efforts across the United States to fight global warming and will showcase the commitments in November at the United Nations climate change conference in Germany.

The project will also present a "game plan" for non-federal actors to take more aggressive action on climate.

"America's Pledge" will aggregate climate-related activities and policies in the United States and map out new ways to drive down emissions to keep the USA on pace with the goals of the Paris agreement, according to a statement released Wednesday.

"This is demonstrably not an issue that can be addressed by national governments alone", he said.
