The PDP leader, however, admitted to security lapses in Monday's terror attack in Anantnag that killed seven pilgrims, and heaped lavish praise on her government partner BJP and also Union Home Minister Rajnath Singh for helping prevent communal flare-ups. "As far as the intervention offer coming from any third party, India has reiterated its stance very clearly - All issues to be discussed with Pakistan, including Kashmir, would be done under a bilateral framework", the Indian Ministry of External Affairs said, further adding, "The heart of the matter is cross border terrorism perpetrated on India, including on J&K".

She also appealed for support from all political parties and all the countrymen to emerge victorious in this war. I am happy that all our political parties are together,"she said."We are not fighting for law and order situation in Kashmir".

She blamed the deteriorating law and order situation in the state on foreign powers.

On July 10, terrorists had attacked a bus ferrying Amarnath Yatra pilgrims in Kashmir's Anantnag which led to the death of 7 people and injured 19 others. The pilgrims were targeted while they were returning from the cave shrine.

Talking to mediapersons after the meeting, Mehbooba said that the Amaranth pilgrims were targeted to instigate communal riots across the country.

The unrest has resumed since the April 9 by-poll to the Srinagar Lok Sabha seat.
