Philippines rejects advice on South China Sea row

"They're not reclaiming land anymore, so why will you put it again this year?" Now that an agreement has been reached, Beijing seems still to have the upper hand.

In 2012, as chair of the ASEAN meet, Cambodia helped kill a similar statement on the South China Sea and for the first time in its 45-year history the body failed to issue a joint statement after a foreign ministers' meeting. Closeted in their annual gathering in Manila over the weekend, however, ASEAN foreign ministers wrangled over the tone and wordings to depict the territorial rifts involving China and five other governments in their joint statement, which unlike the chairman's statement is a negotiated document. He was apparently referring to the U.S., which China has, for the longest time, accused of meddling in what it says is an Asian dispute that should be resolved only by the countries involved. ASEAN wants a binding pact, while China prefers settling issues at the negotiating table, where it can wield its economic and political clout, rather than in court.

The Trump administration has vowed to conduct more robust South China Sea operations.

Many are expecting that at the end of the ASEAN meetings this year, under the chairmanship of the Philippines, ASEAN will finalize the code of conduct that might be legally binding for all countries that have overlapping claims on some areas in the West Philippines Sea.

The diplomat also highlighted that on the frniges of the AMM 50, Foreign Minister Pham Binh Minh held a series of bilateral meetings with his counterparts from Singapore, Indonesia, the Philippines, Australia, Laos, Canada, the US, New Zealand, China, Japan and the Republic of Korea, and the High Representative of the European Union (EU) for Foreign Affairs and Security Policy.

The three went further and reasserted their commitment to freedom of navigation, a step likely to infuriate China.

Beijing and ASEAN Foreign Ministers have recently adopted a framework of the Code of Conduct in the South China Sea.

Japan's Defense White Paper reads that Beijing has been trying to change the status quo in the East and South China Seas based on its own claims, and this has become a common concern for the region and the whole world.

The officials, speaking on condition of anonymity, said the USS John S. McCain traveled close to Mischief Reef in the Spratly Islands, among a string of islets, reefs and shoals.
