Another factor may have been Russia's offer to try to keep cooperating with the administration and improving relations, despite what Russian Foreign Affairs Minister Sergei Lavrov described as the "hostile" measures in the bill.

BENJAMIN WITTES: Thanks for having me.

A spokesman for the special counsel declined to confirm or deny the existence of the grand jury. Does this mean the investigation is expanding? It was down almost 0.1 per cent on Friday at 92.776, set to end the week 0.5 per cent lower.

WILBER: Exactly. This is an investigative tool. "The Americans cannot do without us, and we cannot do without them".

A new report disclosed on Thursday revealed that Special Counsel Robert Mueller has impaneled a new grand jury in Washington to investigate Russia's interference in the 2016 elections and possible collusion with the Trump campaign. So it's not really surprising that he's done it, though it is dramatic.

China's blue-chip CSI 300 reversed early losses to trade up 0.1 per cent. Hong Kong's Hang Seng was slightly higher. And once you've gathered the information for the grand jury - let's say the prosecutors get a lot of records, and they get a lot of witnesses.

A grand jury is a group of ordinary citizens who, working behind closed doors, considers evidence of potential criminal wrongdoing that a prosecutor is investigating and decides whether charges should be brought. The State Department did not provide a readout of on the conversation.

That could refer to the US-South Korean military drills set to begin Monday, which the North claims are rehearsals for invasion. The situation was already tense after North Korea test-launched two intercontinental ballistic missiles in July.

"If there was already a grand jury in Alexandria looking at Flynn, there would be no need to reinvent the wheel for the same guy", Vladeck told the Wall Street Journal.

"Leaking the phone calls between our president and other heads of state is nothing short of a national disgrace", Conway said. U.S. intelligence agencies have concluded that Russia worked to tilt the Presidential election in Trump's favor. And Donald Trump's personal conduct, at least with respect to the - his interactions with his FBI director are certainly the subject of an investigation. I'm just not sure how significant a fact that is. He has called the investigation a "witch hunt" and drawn attention to alleged conflicts of interest with members of Mueller's team.

A separate bill would allow only the attorney general or acting attorney general to fire a special counsel for proper cause, and provides for such action to be reviewed by a panel of federal judges. The supposition there being that the president would be found guilty of something that would - or some circumstance would lead him to have to leave office. Are you jumping the gun? Ring of Fire's Farron Cousins discusses this.

WITTES: So number one, I'm not a lawyer, actually. He said "we have no reason to believe" that Trump is under investigation personally. My point is that - is not that - and this is a piece I wrote with my colleague Susan Hennessey.

Flynn's amended filing comes about six months after he was ousted from the White House for misleading the vice president about conversations he had with the former Russian ambassador to the U.S.

But other provisions barring U.S. energy companies from participating in oil and gas projects anywhere in the world if Russian energy firms are participating were modified after lobbying by the White House and American oil companies.

MARTIN: Benjamin Wittes is editor-in-chief of Lawfare blog. "The White House favors anything that accelerates the conclusion of his work fairly". Thirty-two percent told researchers it this was the first time they had heard about the developments.
