Relations between Mr Trump and Republican leaders have always been strained by policy disputes and the president's jabs on Twitter.

On Wednesday morning, President Donald Trump sat down with House and Senate leaders from both parties and struck a deal to tackle Congress's month from hell. But he said he had a very good meeting with Pelosi and Schumer, and didn't even mention the leaders of his party - McConnell and Ryan. When it was clear the congressional leaders were going to agree to disagree, Trump unexpectedly agreed to the three-month extension. In fact, on any number of issues, there are enough anti-Trump Republicans in the Senate not only to block the president but also to push their own policies contrary to the president's - as was the case with Russian Federation sanctions. "We essentially came to a deal, and I think the deal will be very good", Trump added. CNN reports that Republicans initially wanted an 18-month increase, but eventually backed down to six months. But it would set up another showdown in December and puts the GOP in a hard spot. Schumer and Congresswoman Pelosi to do a three-month [funding extension] and a debt ceiling into December, and that's what I will be offering based on the president's decision, to the bill. "Both sides have every intention of avoiding default in December and look forward to working together on the many issues before us", Schumer and Pelosi said in the joint statement.

The measures will be attached to a bill providing almost $8 billion in funding for communities hit by Hurricane Harvey.

Failure to reach an agreement on the debt ceiling would have resulted in the government defaulting on its obligations by October 1.

"The Pelosi-Schumer-Trump deal is bad", Sasse said. "In a meeting down at the White House, the president and the Senate and House Democratic leadership agreed to a three-month continuing resolution and a debt ceiling into December".

Rep. Mark Walker, R-N.C., chairman of the conservative Republican Study Committee, said Mnuchin and Republican leaders have been pushing for a way to find the easiest path to pass a debt ceiling with no reforms attached. Schumer countered with a three-month proposal. Such a combined measure would then have to be sent back to the House for approval.

Those GOP leaders have also wagered that, whatever headaches came with embracing Trump, they would at least have a Republican president to enact conservative policies. Ryan on Wednesday appeared to take issue specifically with the three-month extension timeline rather than pairing the two measures in the first place.

And another source briefed on the meeting told NPR's Susan Davis that Treasury Secretary Steven Mnuchin had also advocated for a longer debt ceiling hike.

"I think you saw a lot of decent, responsible people enter the program and contribute to society in overwhelmingly positive ways", the aide said, "and [recipients] became a case-study in why that group should have legal protections to begin with". The measure, however, did not include raising the debt ceiling or funding the government.

President Donald Trump on Tuesday announced the program would end, with a six month window for Congress to make the executive action permanent in the law.

He added: "If a clean Dream Act does not come to the floor in September, we're prepared to attach it to other items this fall until it passes".
