Countries using terrorism as instrument of state policy must be condemned

Her statement comes ahead of Pakistan Prime Minister Shahid Khaqan Abbasi's address at the UN General Assembly on Thursday.

Speaking at the ministerial meeting of the SCO on Wednesday, the minister strongly condemned terrorism and said an anti-terrorism structure should be a part of the organisation of which Pakistan is a member.

Her remarks came amid uncertainty over the US role in the deal after President Donald Trump in June announced that America was withdrawing from the Paris deal, arguing that it gives undue advantage to countries like India and China.

"They continue to find support and shelter in countries which use terrorism as an instrument of State Policy", she said, in a thinly veiled reference to Pakistan, which has come under worldwide scrutiny and approbation, including from one-time ally the United States.

She also raised concern over the action and rhetoric of North Korea, which has been a 'source of growing concern'.

She also appealed for joint efforts to reform the International Monetary Fund, where decision-making is still tilted towards major western industrialised countries, and the UN Security Council.

The need of the hour, the Indian EAM stressed, is to systematically cutoff terror funding, supply of weapons and political support extended to the extremists.

She also called for early conclusion of the CCIT while urging all the BRICS countries - Brazil, Russia, India, China and South Africa - to condemn efforts, including by states, to use religion to justify, sustain and sponsor terrorism against other countries.

Turning to climate change, she suggested an alliance between International Solar Alliance and the BRICS Development Bank.

Representatives from India and Pakistan took part in the extraordinary session of the SCO foreign ministers as full-fledged members for the first time.
