Kerala cabinet decides to implement reservation for economically backward from forward communities

Kerala Transport Minister Thomas Chandy has resigned following allegations slapped against him for encroaching upon government land.

This was stated by Chandy after a almost 40 minute meeting with Vijayan at Cliff House, the CM's official residence this morning.

Sources close to Chandy said he will approach the Supreme Court on Thursday and it has been decided that the slot meant for the Nationalist Congress Party in the cabinet will be left vacant. It is based on the principle of collective responsibility that the entire cabinet resigns even if a no-confidence motion is passed against a single minister, it pointed out.

Earlier in the day, Thomas Chandy's counsel informed the court that he does not wish to withdraw the petition.

The CPI leadership in the state has openly asked Chandy to quit as the minister in the wake of allegations of encroachment by his Lake Palace resort at Kuttanad in Alappuzha district.

Significantly, appearing against Chandy on Tuesday, government counsel strongly argued in favour of the probe report and called the minister's opposition to it "immature".

The LDF entrusted chief minister Pinarayi Vijayan on Sunday to take a decision.

According to CNN-News18, Chandy met Vijayan at his residence on Wednesday morning, where he handed over his resignation letter.

"The Cabinet didn't discuss Thomas Chandy's issue".

The high court also said how a minister can question the government's action in which he is a part. As per the plea filed by Chandy, the government is the first party, the HC said.

Chandrasekheran later told the media that they had clearly expressed the reason for not attending the meeting to the Chief Minister.

Pinarayi also dismissed the criticism that he was giving undue time to Chandy to take a decision on the matter. Two others had to step down soon after they were accused of misconduct.

In October previous year, senior CPM leader E P Jayarajan resigned as industries and sports minister for reportedly appointing his and other leaders' relatives to key positions in public sector undertakings. Jayarajan was a leader of Vijayan's Communist Party of India (Marxist) and Saseendran was a leader of NCP.
