Former Jaguars tailback Fred Taylor and receiver Jimmy Smith did not make the cut.

Nicknamed "Weapon X" for his ferocious and energetic style of play, Dawkins was the unquestioned leader of the Eagles' defense for 13 seasons.

It's the third straight time Owens has made it to this point, fifth consecutive year for Johnson and Walls' first time.

James is in his fourth year of eligibility, and has reached the semifinal stage each year.

The list will be dwindled to 15 finalists in January. Finalists must receive 80 percent of the vote to be enshrined.

No Hall of Fame candidacy will be more interesting than that of Terrell Owens. He is a member of the 1,000-catch club, finishing his career with 1,078 catches for 15,934 yards and 153 touchdowns. He has the second-most receiving yards in National Football League history, third-most receiving touchdowns and eighth-most receptions.

Johnson, who went 52-9 and won a national championship with Miami in 1987, led the Dallas Cowboys to back-to-back Super Bowl titles between 1992-93. He compiled an 83-53 regular-season record as head coach of the Raiders from 1979-87 and was 8-3 in the postseason. During his induction weekend, Jones said Johnson deserves a spot alongside him in the Hall of Fame. A second-round pick out of Clemson in 1996, Dawkins was recognized as a member of the NFL's All-Decade Team of the 2000s, was voted the starting safety on the Eagles 75th Anniversary Team by the fans, and was a five-time All-Pro selection.

Urlacher is one of six candidates eligible in their first year, along with fellow linebacker Ray Lewis, receiver Randy Moss, defensive back Ronde Barber, guard Steve Hutchinson and defensive lineman Richard Seymour.
