Govt Stopped Paying Maina Salary Since March 2013 - Adeosun

The Accountant General of the Federation, Alhaji Ahmed Idris, who appeared before the Ad-Hoc Committee, also reinforced the position of the Minister of Finance that Maina was removed from the Federal Government's payroll in March 2013.

He, however, added that he didn't carry out Maina's reinstatement personally, adding that the head of human resources did and informed him about Maina's resumption of duty.

"I challenge anyone who has documents showing that Maina was reinstated and assigned an office in the Ministry of Interior to show it". The Federal Civil Service Commission would send a letter to the Head of Service and also send another letter to the beneficiary of that reinstatement under the flying seal of the Head of Service.

Maina, who is now in the eye of the storm was sacked and declared wanted by the previous administration for alleged corruption but reinstated and promoted by the present government recently.

He maintained that he did not author nor sign letters purported to have emanated from his office directing the Federal Civil Service Commission to cause Maina's reinstatement.

Contratry to earlier claims by counsel to Maina that he has been collecting salaries as at when due, the Federal Government system audit shows that Maina last received salary in 2013 when he was dismissed.

"We knew about Maina from September 27, 2013 when he was leaving the country and he was stopped at the Murtala Mohammed International Airport because of the letter from EFCC".

Malami said that though work was in progress over Maina's demand to be reinstated based on a court judgment, "the letter of his reinstatement may not have emanated from my office as at October 5, 2017".

But, Adeosun and Idris, while testifying before the committee, denied the claim.

Meanwhile, the Attorney General of the Federation, Malami, said he refused to assent to the final copy of the controversial letter of reinstatement because he had his reservations and only asked that it be "kept in view" (KIV) pending further investigation.

The HoS, who made the declaration, also said the Ministry of Interior acted on an advance copy sent to the Federal Civil Service Commission, which was for information goal. 23 files were sent to him in his capacity as acting director, even while he was absent.

The ministry reportedly acted on the correspondence without the consent of the Head of Service (HoS), a clear breach of civil service procedure.

Earlier, Oyo-Ita had insisted that the ministry acted in error on the issue.

Speaking at an investigative hearing by the House of Representatives ad-hoc committee, Babandede also revealed that Maina has three passports and dual citizenship of Nigeria and the United States of America.
