The tiers are: Level 1 - Exercise Normal Precautions; Level 2 - Exercise Increased Caution; Level 3 - Reconsider Travel; and Level 4 - Do Not Travel.

But the government's Mexico Tourism Board said in a statement that "Mexico's major global tourism destinations have been explicitly listed as having no travel restrictions", apparently a reference to major resorts like Cancun, Puerto Vallarta and Huatulco. The State Department noted that there "are no us government restrictions" in tourist areas in both those states, including Ensenada, Rosarito, Tijuana, Cabo San Lucas, San Jose del Cabo and La Paz.

But some of the other country ratings may raise eyebrows - or global anger - even if the State Department says it is only presenting existing advice in a new format. Antarctica is also a level 2, for "environmental hazards posed by extreme and unpredictable weather", according to the State Department.

India is in level two where United States citizens are required to "exercise increased caution due to crime and terrorism". "These are simply based on our assessment of the security situation, and what we need to tell USA citizens who might be traveling or living in that country". Countries designated level 3 and above will be reviewed every 6 months for safety assessments, and further reviews will be carried out based on current events.

The department on January 10 launched improvements to provide U.S. citizens with clear, timely and reliable safety and security information worldwide.

This comes days after the United States blocked Dollars 255 million military aid to Pakistan and suspension of security assistance, amid nosediving relations between the two countries.

U.S. citizens are advised not to travel to the eastern DRC and Kasai provinces under the new system, which sometimes has separate, higher tier rankings for particular regions within a country.

Bernier-Toth told reporters, "There is an investigation into what happened". Now every country has a travel advisory based on this system, which has replaced all the previous such advisories.

Guerrero, which includes Acapulco, Ixtapa, Taxco and Zihuatanejo, is listed as "Level 4 - Do Not Travel".
