"The first thing we should reject is someone looking for a handout when they come here", Kang said. Diaz says that now members of Congress are back to square one.

"The Democrats have been told, and fully understand, that there can be no DACA without the desperately needed WALL at the Southern Border and an END to the awful Chain Migration & ridiculous Lottery System of Immigration etc".

A border security provision is likely to include more money for a mix of additional physical barriers and technology along the USA border with Mexico but probably not a border wall on the scale that Trump campaigned on in 2016.

Now it's up to the president, the speaker of the House and every important Republican in Washington to explain to the public why it's so important for DACA and border security to be done together.

The bill also includes several provisions that Trump has not said are necessary to reach a DACA deal, but that immigration hawks have long argued are needed to eliminate the "pull factors" for illegal immigration.

Recipients of DACA believe this is a temporary victory to push for a permanent immigration reform.

Texas Senator John Cornyn, the second ranking member of Senate Republicans, says he'd be surprised if an immigration deal can be completed by then.

"We need permanent legislative solution to DACA, not a drawn out legal fight, and this ruling ups the ante for Congress to act", said John Rowe, Exelon Chairman Emeritus and IBIC Co-Chair, "There is only one real path forward: either Congress will pass a legislative solution to DACA, or almost 800,000 DACA recipients will lose their ability to live and work legally in this country".

Whether or not Kang gets his wish lies with Congress. Lawmakers have until March to pass legislation before DACA expires.

The proposal was to be presented to the White House for President Donald Trump's consideration before seeking passage in the Senate and House of Representatives. We need the wall for security.

Just saying: Yes, Republicans have serious problems finding a way forward on this in their conferences (especially in the House.) But it's not like Democrats are in lock step on supporting whatever bipartisan agreement is released.

For years, Congress has weighed clamping down on what conservatives call "chain migration", which opens the door for immediate relatives of legal immigrants to come the United States - often following a protracted wait time.

Both parties were already showing signs of divisions over how much to give in upcoming talks. Durbin is blunt. He says he doesn't love making all the tradeoffs Republicans are demanding. He said while he helped head off a bipartisan immigration effort in 2013, "I don't want to promise the result will be the same".

"I would like to see us move to a merit-based system". I have nothing against accepting immigrants from those countries, but why a special outreach and why a lottery?
