Part of the problem, Wood said, is the lack of "a consistent signal" between administrations that the US government will prosecute employers who hire immigrants without legal status.

"Under the current administration, all workers encountered during these investigations who are unauthorized to remain in the US are subject to administrative arrest and removal from the country", ICE said in its statement on the 7-Eleven operations.

The audits could result in criminal charges and fines for store owners and managers, who were the primary targets of the operation.

"He said they told him (the son) that he should carry his green card around with him", she said.

"This obligation requires 7-Eleven franchisees to verify work eligibility in the USA for all of their prospective employees prior to hiring", a 7-Eleven spokesperson wrote in an email to Salon.

Ninety-eight stores were raided, with four of those stores being in MI. A clerk told CBS13 agents had a very specific request. "ICE will continue its efforts to protect jobs for American workers by eliminating unfair competitive advantages for companies that exploit illegal immigration", Homan said. He said he would support legitimate employer audits but he does not believe that's what this was.

Authorities went to the stores to ask for employee documentation and conduct interviews, officials said.

Benner said they're not just targeting big companies. 'It's going to be inclusive of everything that we see out there'.

The inspection process used by Homeland Security investigators is authorized under the Immigration and Nationality Act, since employers are required to check the identity and employment eligibility of all individuals they hire, an ICE official said. "From there, we will look at whether these cases warrant an administrative posture or criminal investigation". In a prominent example in 2008, immigration agents descended by helicopter on the Agriprocessors meatpacking plant in Postville, Iowa, and detained almost 400 illegal workers.

The deportation initiative is one of the largest of its kind since Trump took office.

It's the largest worksite enforcement operation against an employer under President Trump, ICE said.

President Trump has made tackling illegal immigration a priority.

ICE said Wednesday's sweeps in stores across 17 states and in Washington, D.C., were meant to ensure the company "has taken the proper steps towards more responsible hiring and employment practices".

'Just as the IRS performs audits of people all the time of their tax returns, the same objective here is to ensure a culture of compliance in this area, ' he said.

Agents targeted about 100 stores coast-to-coast, in the enforcement phase of an investigation that began four years ago with a 7-Eleven franchisee on New York's Long Island, reports the Associated Press.

Wednesday's audits at 7-Eleven came as a result of a 2013 investigation of nine 7-Eleven stores on the East Coast.
