WH: No contradiction in Trump's tweets on surveillance law

WELNA: Section 702 has allowed federal spy agencies to collect data on foreigners outside the US without a warrant, but the data of Americans in touch with those targets or simply mentioned in their communications has also been swept up.

After Kelly and other White House officials arrived at the Capitol rounding up support, the House ultimately voted overwhelmingly to renew the program.

In 2008, Congress passed a number of changes to FISA, including a provision known as Section 702, which allows warrantless monitoring of phone and internet use by non-Americans outside the United States.

A House effort to amend the bill to require the federal government to obtain warrants before searching the database for Americans' information failed Thursday by a vote of 183 to 233. Apparently inspired by the segment's characterization of the law as "controversial" and linked to the Trump-Russia dossier, Trump wrote that FISA had been used "to so badly surveil and abuse the Trump Campaign".

"The president doesn't feel that we have to choose between protecting American citizens and protecting their civil liberties." she said.

Finally, Trump's top spokeswoman's omission of what White House officials late last year wanted to be a top legislative goal for their second year signaled the president and his team now believe midterm election year politics make it too hard.

The White House, which officially supports reauthorization, was sent scrambling to "clarify" the president's comments - a not unusual occurrence these days. In the tweet, he seemed opposed to the bill.

Congress passed the FISA Amendments Act of 2008 to legalize a warrantless surveillance program that was created after the September 11, 2001 terrorist attacks, according to The New York Times.

Trump has said he will sign the renewal, but his first tweets Thursday suggested he had suddenly turned against the program, alarming intelligence officials.

Trump also tweeted what appeared to be a direct quote from "Fox & Friends" reporting a 45-year low in illegal immigration.

"This vote is about foreign surveillance of foreign bad guys on foreign land", Trump said in a tweet yesterday. He walked himself back two hours later, tweeting, "We need it!".

The news comes as North Korea claimed Michael Wolff's bombshell new book about Trump spells the end of the president's political career.

Mnuchin, himself a wealthy former Wall Street executive, was pressed on the matter because Trump ran on an "America first" agenda while slamming the effects of globalization on the US economy.

The dossier examines ties between Russian Federation and Trump and his aides.

Both Republicans and Democrats have pushed back against linking the controversy over unmasking to the FISA program. Section 702, Snowden revealed, formed the legal basis of extensive worldwide monitoring that opened up almost every communication across American borders to monitoring of metadata - information about the message itself, like timestamps, sender and recipient - as well as message content.
