Durbin: We got 'sandbagged' by WH on DACA deal

The latest measure expires on Friday. And they do not want to support another a stop-gap bill - especially if it just means GOP leaders will have more time to negotiate with Democrats.

White House press secretary Sarah Huckabee Sanders told reporters Wednesday that the White House backs the stopgap plan.

Even if the spending measure succeeds in the House, Republicans would still need at least nine Democratic votes to push it through the Senate, which the GOP controls 51-49.

Ryan and Senate Majority Leader Mitch McConnell (R-Ky.) are banking on Democratic senators up for re-election in states that voted for Trump past year to provide the nine votes needed to reach the 60-vote threshold to pass the House spending measure.

In September, "tough on immigrants" President Trump repealed DACA.

"Mr. President, close this [immigration] deal", Republican Senator Lindsey Graham of SC said at a Judiciary Committee hearing, adding, "Don't give my number out, but call me" - a reference to an incident in the campaign for the 2016 Republican presidential nomination in which Trump publicly announced Graham's private telephone number.

A divided Republican caucus scrambled Wednesday to unify ahead of yet another looming government shutdown that could cost the US billions of dollars each day it goes on without resolution.

The DACA program was rescinded under the Trump administration in September a year ago. "We are now four months into the 2018 fiscal year, and Congress must act as soon as possible to ensure that proper, year-long funding for our national defense and other critical federal programs is enacted", Appropriations Chairman Rodney Frelinghuysen (R-N.J.) said in a statement. The Trump-state Democrats, whose votes are needed to keep the government open, could pay a big political price for a shutdown.

"I think cool heads hopefully will prevail on this".

DREAMers said they'll take nearly any deal, except one: They will not give up the opportunity to help their parents gain legal status, or at least avoid deportation. Top Republicans are advocating for a broader immigration package that addresses chain migration, border security and the visa lottery program in addition to a DACA fix.

Senate Majority Whip John Cornyn, R-Texas, said that he met Wednesday with his No. 2-ranking counterparts from both sides of the aisle in the House and Senate on an immigration deal.

Rep. Joseph Crowley (D-Queens), chairman of the House Democratic Caucus, said Republicans wrote their spending plan without Democrats, and if they want Democratic votes, the measure must be "reflective of Democratic values".

"There's still a lot to do", Short said.

Trump last week rejected a bipartisan agreement reached by a group of senators on the matter. Eighteen Democrats voted for the December legislation.

But Democrats, under the plan being developed in the House, would win an unrelated high-priority item: a six-year reauthorization of the Children's Health Insurance Program (CHIP), according to lawmakers. Republicans don't, but they need Democratic support to get any spending bill through the Senate.

A new report from the Justice and Homeland Security Departments said that almost three-fourths of the 549 global terror-related convictions in U.S. courts since the September 11 attacks in 2001 involved foreign-born individuals, including 148 granted citizenship after arriving in the United States.
