Cruz declined to talk to the DCF investigator who visited his home and said he "had talked about the situation enough", according to the report. The friend of Cruz's mother had a toddler, Snead said, and did not want the child to be around the weapons. James believed he had the only key to the safe, though he has since speculated that Cruz must have gotten a copy without telling him.
