Aadhaar not mandatory for NEET enrolment, all-India tests

Students will not be barred from appearing in any entrance examination, including NEET, for want of Aadhaar as the Centre on Wednesday agreed before the Supreme Court not to make the 12-digit unique identity number mandatory for exams till its validity is decided by the apex court.

The government on Tuesday told the Supreme Court that it might consider extending the March 31 deadline for linking Aadhaar to various government schemes as well as mobile phones and bank accounts.

However, the CBSE had made the Aadhaar number or Aadhaar enrolment number mandatory for students aspiring to take the NEET 2018.

"Like in Jammu and Kashmir, Meghalaya and Assam, other ID proofs can be given for exam", said Attorney General KK Venugopal.

"We have extended the deadline in the past and we will extend the deadline again but we may do it by the end of the month to enable the petitioners in the case conclude the arguments", Venugopal said. The extension would grant more time to complete the extended hearings going on in the apex court.

The Centre today clarified that Aadhar is not required for NEET 2018. Mr. Venugopal said the same condition of alternative proofs of identity could now be uniformly applied for NEET aspirants across the country. But, contrary to this the Prevention of Money Laundering Act makes a citizen duty bound to get Aadhaar.

"If the court passes an interim order on March 27, then it will create huge problem of compliance for financial institutions like banks and stock exchange", Justice Chandrachud said.

Appearing for Congress Rajya Sabha member Jairam Ramesh, who has challenged the introduction of the Aadhaar Bill, 2016 (now an Act), as Money Bill, senior lawyer P Chidambaram told the bench that Article 110 of the constitution defines a Money Bill and spells the category of legislations that can be introduced as Money Bill.

Arguments in Aadhaar matter from petitioners side remained inconclusive and would continue on March 13.
