NRA files lawsuit over Florida gun control law

Within hours of Mr Scott signing the legislation, the NRA filed a lawsuit in the US District Court, arguing that Florida's age restriction was "a blanket ban" that violated the Second Amendment, as well as the 14th Amendment's guarantee of equal protection. "At 18 years of age, law-abiding citizens in this country are considered adults for nearly all purposes and certainly for the purposes of the exercise of fundamental constitutional rights". Federal law already prohibits the sale of handguns to those under 21, and imposes a minimum three-day waiting period.

Speaking after the lawsuit was filed, John Tupps, the Communications Director for Scott said: 'We will review the lawsuit'.

But he stressed that the program is voluntary, and that police sheriffs and school boards - who decide whether to implement it - are locally elected officials.

The teacher-arming provision would allow school districts that don't want to participate to opt out. "It's nowhere near the long-term solution", said Chris Grady, a senior at Marjory Stoneman Douglas High School. "You didn't let up and you fought until there was change".

"We have paid a bad price for this progress".

"I think it's a small step in a much bigger movement", David Hogg, a 17-year-old senior who lost friends in the horrific school shooting, told the Daily News late Friday. Will this bill provide more funding to treat the mentally ill?

The measure also raises the legal age for all gun purchases to 21.

The Florida bill is a sign that progress may be possible in the unlikeliest of places.

Critically, the bill also includes a program to allow certain highly qualified school personnel to carry guns on campus, called the "guardian" program.

Those employed "exclusively" as teachers would not qualify, but teachers who also work as coaches, tutors or in other roles could take part in the program, along with administrators and support staff.

Pennsylvania schools received more than $237,000 in NRA grants between 2010 and 2016 for programs such as the Junior Reserve Officer Training Corps and rifle teams, according to the report. Scott is widely considered to be planning a Senate run against Democratic Sen.
