Justice Department Refers McCabe To Prosecutors, But Unclear If They'll Charge Him

Former FBI Executive Assistant Director Chris Swecker said the FBI is set up to have a filter between investigators and a prosecutive decision, which is meant to keep the FBI out of politics.

Comey revealed a year ago that he had written the memos after conversations with President Donald Trump, who later fired him.
