Phil Murphy still waiting to sign New Jersey's sports betting bill

The bill is just waiting to be signed into law my Governor Phil Murphy, who today said he won't sit on it for too long.

Adding to the confusion was an action the legislators took before approving the bill: They stripped out a provision that would have prohibited any casino or track from beginning to offer sports betting before the bill was signed. Any track that starts taking bets before the governor signs the bill jeopardizes its ability to become licensed to offer sports betting, warned Racing Commission Director Frank Zanzuccki.

Monmouth Park in Oceanport had discussed being ready to accept bets as soon as Friday at 5 p.m.

"Governor Murphy looks forward to closely reviewing the sports betting legislation that was recently passed by the Legislature", said his spokesman, Dan Bryan. The bill also bans betting on high school games and on the increasingly popular electronic sports leagues.

It was unclear Thursday evening when facilities in New Jersey, including Monmouth Park, would begin taking bets.

Legal sports betting is already paying off for the state of DE, which earned a six-figure haul on its first day taking wagers since the U.S. Supreme Court overturned a federal ban on the pastime.

"We are delighted to be up-and-running as the first - and now only - provider with a market ready solution for our partners in the new regulatory environment".

Dennis Drazin, the New Jersey Thoroughbred Horsemen's Association advisor and attorney at the forefront of the push for legalized sports betting, told The New York Times he would wait for Governor Murphy's go-ahead before Monmouth took any sports wagers.

The bill also clears away obstacles for any of Atlantic City's casinos to offer sports betting, adding clauses to allow the Borgata, Caesars, Harrah's, Bally's and the Golden Nugget to offer sports bets despite ownership or partial ownership of professional sports teams.

PASPA granted an exception for Nevada, Oregon and DE, and further exempted New Jersey if the state enacted legislation within a year allowing sports gambling.

Three casinos in DE started accepting sports wagers this week. "The bill allows for the creation of non-transparent betting markets that deny sports leagues critical tools to monitor betting activity and conduct integrity investigations".

New Jersey is set to become the second state to legalize sports wagers outside Nevada following DE, where wagering began Tuesday. He previously voiced support for sports betting before the details of an actual bill were written.

Yesterday, the NJ senate approved a regulation to allow casino and online sports gambling. The 1.25 percent add-on fee for tracks would be split among the host community and the county in which the track operates.

Now, any state is free to adopt laws legalizing it.

The state can also impose a 13 percent tax on internet sports bets, which could begin 30 days after the law goes into effect. The track has loudly wanted to begin taking bets Friday.

But the change allows him to offer bets on other sports except for basketball.
