But Morocco, bidding for a fifth time, had closed the gap on "United 2026" to the point that nobody in Moscow wanted to make a public prediction ahead of the vote at the FIFA Congress, where 207 member associations, minus the four bidding nations, cast ballots.

The United States was defeated in the final round of voting to determine the 2022 World Cup host.

Noted sports writer Stephen Brunt called Wednesday's decision a "water-shed moment" for soccer in Canada during Sportsnet's broadcast, a sentiment echoed by former Canadian national team players Craig Forrest and Jason deVos.

Allied with that unpredictability came an unpalatable presence at the heart of the United bid - U.S. President Donald Trump.

Cordeiro has said his bid would generate $14bn in revenue and make an $11bn profit for Federation Internationale de Football Association.

Meanwhile, Ghana's absence comes as a blow to Morocco who had won the support of Ghana over joint bidders United States, Mexico and Canada. Both the United States and Canada failed to qualify for this year's World Cup.

"It just made a lot of sense to accommodate and expand a tournament have all three countries host and really kind of spread the football love all around North America", Shanks added. The only other time multiple countries shared the World Cup was 2002, when Japan and South Korea were given passes into the competition. "The men's World Cup will take this country to a place it's never been before".

Spain also did not vote. That would bring each of FIFA's 211 members $50 million.

Victor Montagliani, the Canadian who leads CONCACAF, wants the host nations to take three of the qualification slots reserved for the region.

The 2026 World Cup will be the first tournament played in the expanded 48-team format, up from the current 32 countries.

Of the 80 games, 60 will be held in the United States with 10 each in Canada and Mexico. Hosting rights for previous World Cups had been awarded by what was then a 24-person FIFA Executive Committee.

Collectively, the group has focused on the essence of the North American bid - unity. Canada narrowed its list to Montreal, Toronto and Edmonton. The bid also expects record ticket and hospitality revenue. Thus far, cities in contention to host are New York/New Jersey, Seattle, Boston, Philadelphia, Atlanta, Denver, Miami, Houston, Dallas, Los Angeles, Washington D.C., Baltimore, Nashville, Orlando, San Francisco/San Jose, and Cincinnati.

Mexican venues under consideration are Monterrey, Guadalajara and Mexico City.

The provincial government nixed the idea after Premier John Horgan said he was not about to give Federation Internationale de Football Association a "blank cheque" back in March.
