Super Typhoon Mangkhut makes landfall in the Philippines

Typhoon Mangkhut, one day after it made landfall as the strongest storm to hit the the Philippines in five years, has killed at least 16 people, an official said Saturday.

Typhoon Mangkhut, known locally as Ompong, made landfall in Cagayan province on northeast Luzon island at 1:40 a.m. local time, according to the country's weather agency, the Philippine Atmospheric, Geophysical and Astronomical Services Administration.

National carrier Finnair announced Saturday afternoon that it had cancelled flights AY 101 and AY 099 scheduled to depart Helsinki for Hong Kong at 4.45pm and 11.45pm respectively.

The scale of the typhoon could be felt in the Philippines capital Manila, more than 340 km (200 miles) from the eye of the storm, where heavy overnight rains have led to widespread flooding in urban areas.

Mangkhut is already the storm of 2018, and is now packing sustained winds of 165 kilometers per hour (103 miles per hour), with gusts up to 205 kilometers per hour (127 miles per hour).

Philippine authorities said a baby and a toddler were among the 29 dead, a lot of them in landslides in mountainous areas that left at least 13 missing. The agency is also investigating more reports, including three more who have allegedly died in a separate landslide and four cases of missing persons.

"The typhoon is already devastating homes, business and overall livelihood", Ortega-Anderson said.

The DILG urged local chief executives as heads of their Local Disaster Risk Reduction and Management Councils (LDRRMCs) not to delay in issuing action plans to evacuate vulnerable residents. "This makes the clearing operations really hard".

The storm, which packs a 900km rain band and strong winds, is heading towards southern China.

Fishermen and others with small sea vessels are also advised not to venture out into the northern and western seaboards of Luzon. Outside a popular shopping mall, debris was scattered everywhere and government workers cleared roads of fallen trees.

The typhoon struck at the start of the rice and corn harvesting season in Cagayan, a major agricultural producer, prompting farmers to scramble to save what they could of their crops, Cagayan Gov. Manuel Mamba said.

Of the 25 deaths, six people were reportedly buried by landslides, a girl drowned and a security guard was crushed by a falling wall.

Posadas said an estimated 5.2 million people are in the path of Mangkhut, with 983,100 considered to be below poverty line or most vulnerable to the effects of the typhoon.

The Hong Kong Observatory (HKO) raised the storm signal to T10 Sunday morning local time, closing shops and suspending transport as residents were warned to stay inside and well away from the water's edge. Hong Kong airline Cathay Pacific said all Sunday flights would be grounded.

In nearby Fujian province in China, 51,000 people were evacuated from fishing boats and around 11,000 vessels returned to port on Saturday morning.
