Two Koreas hold high-stakes summit with nuclear talks in jeopardy

During those discussions, President Moon's wife, Kim Jong-sook, will visit a children's hospital and a music college, as she is a classically trained singer.

"This summit would be very meaningful if it yielded a resumption of North Korea-U.S. talks", Moon said Tuesday morning just before his departure.

Moon and Kim Jong Un have already met twice this year on April 27 and May 26.

"The United States does not want President Moon to effectively sign away the end of the (South Korea)-US alliance by agreeing to declare an end of the war without a concrete plan for North Korea's denuclearization", he said.

On the list announced by Cheong Wa Dae on Sunday are Samsung chief Lee Jae-yong, SK chairman Chey Tae-won, LG chairman Koo Kwang-mo and Hyundai Motor vice chairman Kim Yong-hwan.

"Expectations should remain focused on the inter-Korea relationship and some of the items within Moon's control in this regard - including a likely pledge to increase the frequency of high-level diplomacy and communication on various levels", said J. Berkshire Miller, a senior visiting fellow with the Japan Institute of International Affairs in Tokyo.

The new arts troupe for the third inter-Korean summit was formed just months after the April 2018 summit, which also saw a group of artists travel to Pyongyang.

This week's summit comes as the United States presses other countries to strictly observe U.N. sanctions aimed at choking off funding for Pyongyang's nuclear and ballistic missile programmes, amid growing evidence that North Korea is continuing nuclear weapons development. Moon can not lean too far forward on inter-Korean reconciliation without repeating past mistakes and playing into Pyongyang's hands by weakening the U.S.

Now in Pyongyang is President Moon's advance team of almost 100 officials.

The South Korean president now appears to be gambling he can revive the stalled nuclear talks and his own popularity at the same time.

The acrimonious meeting of the Security Council was called by U.S. Ambassador Nikki Haley, who accused Russia of pressuring independent United Nations experts to alter a report on implementation of sanctions against North Korea that she said contained "evidence of multiple Russian sanctions violations".

An end-of-war declaration would be only one step toward a more formal peace treaty, but some members of the USA administration are concerned it could be used to undermine the justification for the presence of its military bases in South Korea. While signalling his willingness to talk with Washington, Kim's strategy has been to try to elbow the US away from Seoul so that the two Koreas can take the lead in deciding how to bring peace and stability to their peninsula. Moon and Kim were all smiles as they hugged and chatted with each other.

His second objective is to mediate and promote denuclearization dialogue between North Korea and the United States.

He is scheduled to depart to Pyongyang via a direct flight from Seoul's Seongnam Air Base at 8:40 a.m., arriving in the North Korean capital at 10 a.m.

But hit a roadblock in the summit's wake, with Kim touting steps the North has taken, including the dismantling of nuclear and rocket-engine testing sites, and the White House repeatedly stressing that Pyongyang must first take verifiable steps to dismantle its nuclear arsenal before any further concessions.

Those could include an agreement to pull back some guard posts at the heavily mined frontline, disarm an area of the border near the shared village of Panmunjom and reduce the chance of clashes along their shared maritime boundary. Those trips produced a slew of inter-Korean rapprochement projects, which were suspended after conservatives took power in Seoul.
